I believe it's the color of the bulb that make it illegal

They are legal. As long as you don't have blue or red color bulbs in there, you are fine.

Clear BUMPER lenses are DOT SAE approved when used with orange or red bulbs

I thought red reflectors came stock on some cars????

.... my bad I guess...

I know for a fact that the APC Bumper lenses come with Orange bulbs.

It says on the box/website that you have to use those bulbs for them to be DOT SAE legal....

That's interesting...so it's the bulbs' colour that makes them legal.

What about a car with modifications where the bumper reflectors are removed? Like the JDM bumper cover...those are without the reflectors, would that be legal?

Not in PA...

Vehicle must have Head/tail light assembly with wrap around running lights to be legal without bumper lenses here...

Our cars do not....

So i guess thats why our eps come with(stock) orange bumper sidemarkers in the front and red ones in the back

But if i got the clears with hyper white bulbs, i could be taking a chance???
Or if i just put orange bulbs in the frnt and red in the back i should be fine?

Yes. Put orange in front and red in rear or all orange and you will be legal in ALL 50 states.

In most states you can do all red too, but apparently not some.

ANY OTHER COLOR IS ILLEGAL!

( like mine  )
