Say that the streets SUCK where I live, and I don't want to have my EP ride any more stiffly than it does now (which is not bad at all, really).

What can be done to improve response, edge-of-the-envelope behavior, and all that jazz, without making it roll like a go-kart?

Cheap mods, expensive mods, springs, shocks, wheels -- anything's game, just as long as it won't piss off my mom when she visits with her bad back (how's that for a standard to reach?).

I think the complete solution is to get a coilover with adjustable shocks, so you can adjust both height (clearance) and the dampening (ride quality: hard or soft)
One of them is the Tein type Flex coilover system.
If you got cash left, you can get the EDFC system, so you can adjust the dampening from inside the car.

Sway bars are also a good idea.

Those stuff should cut you back about $2500-$3000

BTW: Gokarts don't roll. You WANT to make your car to handle like a go-kart.
