found exhaust leak

hey guys, i thought i heard an exhaust leak, so i got my car up in the air on Saturday. Sure enough, right at the flange betw cat and midpipe, it was leaking pretty good. I noticed that the top bolt did not appear to be tightened all the way and I am kinda pissed at the shop that installed my custom pipe....
The bolts were very rusted and i couldnt move them. So, with the help of a torch, I was able to heat them and tighten them up a bit. It helped, but the leak is still there. I went to the dealership and got a new gasket for that flange. Do you think this will fix the problem?

btw-How much power loss occurs from an exhaust leak like this?

i have a mad leak too coming from a flange in the midpipe. that part always scrapes on speedbumps, poor exhaust.:'( but what did it was a rock that i hit on the freeway that hit the flange and fucked up one of the bolts, so that thing is hard to move now. i tried to mess with it this past weekend, but to no avail. oh well i have to get better tools.
