rims or semi-racing tires?

fellow ephatchers i can't decide on which to get, any idea are welcomed big time!:)

i will only get either rims or tires.

better tires will make more of a difference than new wheels in your old shitty tires. also, if you get wheels, don't you want them to be bigger and/or wider, therefore necessitating new tires? if it is one or the other, TIRES!
