I have hot air coming through my vents at all times, except if I put the A/C on, is this normal? Even if its freezing outside, I get scalding air.

Not really, but the wind gets slightly cooler than an inferno, which is what comes out of my vents.

Is it like heater-type hot?
After, say, parking in the sun, the ductwork can stay pretty warm and still heat up the incoming air to where it's noticeably warmer than outside air. Try running the a/c for a few minutes and switching it back off -- maybe the ductwork will stay cooler than before.
When I turn my temperature knob just a few detents away from cold, it seems warmer than it should be, even with a/c on. But, when it's all the way cold & with a/c, it's cool enough. Maybe your temperature adjustment is off somehow and doesn't go all the way cold.

Turn the temp. dial down even without the fan on. Youll get cooler air.
you might be letting hot air coming from the engine in...try pressing the recirculate button
