Can you use stock lugs on aftermarket rims? Or are the ones being suggested on Summit purely for safety reasons? Or is there some other fitment reason?

No.
I wouldn't recommand you using stock lugs on afteramarket wheels.

Factory Honda lugnuts are Ball Nosed.
Most, if not all aftermarket wheels use a Conical taper.
Common is the 60 degree taper.
Thread pitch of the lugnut... its 12x1.5mm.
