Whats the difference between a +42 offset and a +47 on 17s? thanks

Offset is meaningless without rim width and the rim diameter is irrelevant.

Given equal rim widths, a +47 offset rim has an outer edge 5mm closer to the wheel hub than a +42 offset rim.
