E-brake problem??

so here is mine problem... since the day I brought the car, my e-bake can never locked up the rear wheels at all. I have adjust the e-bake twice now and the nut that u screw to tighten up the ebake is pretty far up already now. For this reason I believed there is something wrong with my ebake. Anyone got any idea on this?
