Spoiler Peeling?

I'm hoping someone can shed some light on what's going on with my spoiler. It is only an '04 and is garage kept. About a month ago, I noticed what looks like the paint on the top of the spoiler is peeling like it bakes in the sun all day. It wasn't a gradual process, though, it just appeared. It wont wash off, and I wax my car every year. What the heck is going on?

I have a NHBP '03 and my spoiler is doing the same thing. It looks horrible. :(
