Yes this o2 sensor bung will work with any original sensor placement position. You might need a wire extension with a RH though. Also, be aware a race header will rub on your stock front sway

Not neccesarily, some race headers have no issues with the 02' sway bar with a K24, the 03' EX sway bar will clear.

do i put this on the far o2 sensor or the front one?

It is for the secondary sensor, the one furthest from the engine.

I'm assuming he has the stock sway and still is rocking the a3. Isn't em2 sway bar supposed to be better for applications with race headers? I'll be scooping one up when I grab some race headers for the clearance it provides.

The a3 has no issues at all with any of the available race headers and the stock front sway of any year. The em2 sway bar provides the clearance needed with some RH's with a K24

Bung goes into the 2nd hole in the race header, the O2 sensor goes into the bung. The Idea is the bung covers the O2 sensor and only allows a fraction of the exhaust to hit the sensor. This tricks the sensor into thinking you are spitting out far less fuel then you really are.

Garrett, I can't remember, is this for the k24 or k20a3? I have the obx rh vers 2 ep3 spec for my k20a3 and it doesn't touch my front stock sway bar. Also I bought the angled 02 bung and didn't need to buy the extention as it fits really well.

i believe it is k20a3 and this is so my check engine light woont come on since i'm not going to be running wth a cat

Why not run a cat? I gained power down low and in the mid range when I added the mettalic spun cat with only a very minimal loss up top that was within the margin of error of the Dyno.

2) i already have the rh and my apexi ws2 catback
3) i live in fredericksburg,va .. which is no emmisions testing :)

get the angled 02 bung version instead of the regular straight 02 bung. it has a cleaner look without the wires hanging.

I can fit a cat on ANY RH and exhaust

Here shortly, EVERY state will be required to have the same emissions testing standards that closely resemble what NY state does, or they get ZERO Federal highway funds. Remember that driving is not a right but a privilege, and as such any and every aspect can be controlled by the govt.
