just be thorough and check everything, waves in the paint, overspray, non factory glass, non oem body parts, honda rust lol etc.

I would get it for sure.. EP3's are getting very popular now and soon there will be no stock mint ep3's available.

I'm planning to get another ep when I graduate and based on experience I'm going to be test driving it for clutch/tranny wear (grinds included), making sure the panels are strong (so they didn't mess them up installing a stereo or something, a/c, heater, make sure all the wipers work (including the rear hatch window one).

that price sounds about right. I have an 03 with 96k and I was hoping to get 7k out of it a few months back. It shouldn't burn oil, just don't run that 5-20w recommendation that honda puts on the oil cap.

Sounds fair to me
Listen to the tips the others are giving you

Check any imperfections like orange peel, rust,
maybe imperfect gaps between body panels

ep3jd mentioned non factory glass
check that
Before so, ask what has ever been replaced
He might be honest and tell you upfront about anything
And/or you might catch him trying to hide the truth
Goodluck
