quick question ep3 test pipe???

ok so im tired of having to pay to have my car pass smog because of the fact i do not have a cat. Just wondering if i can weld a cat on to a test pipe would there be any problems?? I tried looking for a oem down pipe with cat but cant find one. Also do not want to go to the honda dealer and get taxed.

Maybe Ebay or check local salvage yards. I am sure you can find one before having to resort to Honda.
