Best handling? D-none of the above.

Why ham string your self right out of the gate by buying a suspension with improperly designed dampers after all.

not many better options for under 1k unless you go like aspec. but those arent coilovers
Camber if you are going to dump it

There are no good coilovers under $1000. Like John said, for handling under $1000 your best bet would be the A-spec kit or save up a little more and pick up some H&R coilovers, they go for about $1200.
German coilovers>Chinese coilovers

If I were to start from scratch and wanted an off the shelf product, I'd probably go Progress Group dampers. Even though they are slightly more then your price range. Good dampers, proper spring rates for summer tires on the street & track & no silly knob to screw up the damper valving with.

I'm pretty sure you can find a used set of Mugen SS for around 600. I would chose these over the a-spec any day for handling

Your best option would be Buddy Club N+. Just add $100 more and call it a day. Check the link. Corsport has to give me some serious discount. Free advertising for them. lol

The Progress kit previously mentioned orrrr Koni's on Ground Control sleeves. Dont know what Koni's run these days but it should be comparable to the Progress kit.

I have no complaints about my D2 coiloveres. The only problem I had was trying to adjust them and had seized. A little motivation and they were good lol. Same thing happened on my buddies 240sx
