ok i searched but my searching skills suck.

what is the reservoir next to the radiator? it's in between the windshield washer fluid and radiator.

It's the radiator overflow.

Ok. I think it's real low. Should I fill it? Top it off?

If I remember right, there's a fill line. The reservoir doesn't need to be full but if it's low then you might be low on coolant (especially if it's empty).
