Fixing my rearview mirror to pass inspection

So the mirror mount was broken off from the window itself when I bought it, I took a few pictures to help you guys get the idea of what's going on. I'm not sure what I need to do to fix this, I'm used to the mirror mounts being screwed in.

get a 5 panel wink mirror for $25 at napa auto parts or super gorilla glue it carefully maybe?
