the door locks work normal
just the horn wont stop going off
if i press in the horn on the steering wheel it gets quieter for a second then goes back

Have you tried pressing the "Panic" button on your remote?
Is it "Honking" or just one long honk? If its one long honk I'd think about checking the horn switch in the steering wheel.
so...i took off my steering wheel and reinstalled it...
the problem is gone...i'm hoping it doesn't come back?
maybe the problem was i tightened the airbag too tight when i put on my new steering wheel?
i reinstalled my steering wheel today...it's uneven barely but enough to notice
do i need to take it off again and try to realign it?
or should an alignment fix it so it's center again?
i would think that an alignment would mess it up because the steer wheel itself isn't centered...so when they adjust it they'll be adjusting it for the steer wheel to be slightly off?
You had shorted the horn switch somehow.
I would get the steering wheel as centered as possible and then have the alignment done, just know that they will probably not get the steering wheel centered either, Seldom has an alignment shop gotten it correct on ANY of my vehicles!
