Wheel spacers to make the wheels work, and tire size?

I called my local wheel store asking about some winer wheels i recently picked up, 15" steelies off a 04-05(i think) scion xb, everything matched up except it was off the hub center by a extremely small amount, needless to say he said they should work to get me by in the winter.
After a recent kansas meet i was talkin to a fellow member... pynikal who told me i need spacers to make it work, heres the questions.

Do i really, if so where do you guys get them? He was tellin me they are pretty cheap(but ive seen you guys pay upwards of 100+).. im not looking for flush wheels, just functionality for now.
and..
What winter tires(and size) do you guys suggest i get?

i had hankook i pikes in the stock 15" size 195 60 15 on my old em2 and they worked great

any one know about the spacers though?
