100 hp on a stock EP is way too much IMO.

I'd say no higher than 50 stock, even then your asking for trouble.

Horsepower is never cheap.

safe and cheap = not fast
fast and safe = not cheap
fast and cheap = not safe.

Any amount and your really asking for trouble you break the motor down everytime you use it unless and even with a modified block that can handle high levels of boost
