I'm not sure, but can't you still get 25psi at "for example" 4,500rpm because you fully open the throttle? That would be the reason why it was only around 250hp.

Also, the dyno sheet should tell you what rpm made 250hp. If they weren't willing to show then that only means that they were at fault.
