I was wondering cause i think the dealer told me that the chip records everything from speeding to braking. I think the vettes had them in it too.? help me

Now that would be interesting, kinda like a black box on an airplane. I highly doubt we have one, sounds like invasion of privacy to me.
I think your ECU like ours, records information spikes that are out of ordinary, like say if you overreved the car if say you got your engine spinning at 7500RPM for a second or two I think that the ECU would record that.

Anything that causes it to pop a check engine light (Like, say, shifting from 5th to 2nd on the highway and blowing your motor) makes the ECU take a "snapshot" of current conditions. So, in the aforemontioned example, it'd show stuff like 85 mph, 9600 rpm, etc.
But it's not going to do wierd stuff like record your top speed run or anything like that. Mostly, the data logging is there to help techs troubleshoot causes of Check Engine light problems, and to protect the dealer against stuff like blowing a downshift and trying to claim you "were just driving along, and...."
does it record mileage also
As far as I know, no, it doesn't record mileage in the ECU.
