Yes you can but you might have a small gap between the front bumper and the lip where the hole is at. Does that make sense? I hope your talking about usdm bumper with the mugen front lip.

i think he's talking about 2 huge holes you have to make in you bumper so you can fit the mugen lip. either that or the 2 holes you have to cut so you can put your fogs in?

I think those are Volks VSXX.

Heres a pic when i got rid of my usdm bumper and lip. When i had the lip, I wanted my lip to fit flush so i cut into the lip so the fogs can fit.

They are WORK VS-XX 17X7 114.3 +47 offset.

Like what Charles said and his picture of the lip you have to cut the lip alittle bit to make it fit flush. I hope you have the same fog lights as us.
I know you might feel kinda werid/funny cutting the lip but it'll be covered up with your fogs. Also some people have there mugen lip sagging in the back thats because they didn't shave the back of the bumper alittle. I did it looks straight from the side goes with your sideskirt if you know what i mean.
