fuel presure regulator... do i need it even if i have kpro???

well Im just got my k24a2 into my ep, here is my set up.

k24a2 stock internal.
ep transmission
255 walbro
stage III t3/t4
650cc injector
9.5 act flywheel
stage II act clutch
high flow fuel rail
kpro

NOTE: can't get it to run nice without dark smoke from my tailpipe "running rich", Again do i need a fuel regulator or not?
