thats not the purpose of the e-brake...
you are fine...you dont need it to lock the rear wheels while in motion
I assume the emergency brake is supposed to lock up the rear tires, completely at some point. My E-brake never locks up. I mean, it tight enough to hold the car at any angle, but when the car's in motion, it is unable to lock the rears up no matter how hard I pull. My experience with most other cars is that the rears lock up completely.
Anyone have any input on this?

my ebrake light doesnt go on, on the dash, need a new ebrake maybe?
or new bulb?? I would say pull your gauge cluster out and check the bulb. Its a whole hell of a lot easier than ripping apart your center console and hand brake out.
The Ebrake switch may have been disconnected.
