    We have an Carbon Fiber guru's?

    I just bought a cf mugen rep
    *thanks Distance*

    I'm pretty good at painting, clear coating and stuff
    but I've never worked with carbon fiber.
    I notice the top that was exposed to UV is yellow
    and the bottem is black.
    Is this yellowness, just on the clear outside, and I'll be able to sand and refinish it back to clear?
    or has the actual carbon fiber turned yellow, so a refinish won't rid the yellowness?

    Carbon Fiber won't turn yellow. The yellow coloring is from the resin used to make the carbon fiber piece. When the wrong type or poor quality resin and hardener are used they turn yellow over time.

    You can sand and re-clear it.

    ^^^^ hit it with some wet sanding then clear coat it. Most CF parts should be at least Clear coated anyways to prevent this from happening. And make sure you use some High quality automotive clear coats.

    It's not cheap or easy to find but do yourself a favor and find a 2k paint (and a respirator). You'll be glad later!
