An important number you're missing here is the wheel width (and overall diameter really)
Can someone explain offset? i know there is a 110% chance this has been covered so a link will do. I'm looking at some wheels that have a 1.5" lip and a +20 offset. I'm trying to figure out the best lip/offset size to get some flushness going here. they are esm wheels. there are also some that have a 3" lip with no offset. any help would be great.

Check this link. It has info on taking measurements to determine basically what you can fit. But determining the right offset can also depend on the rim design, as well.
