i can pick up a DC race header for 60 bucks off rsx type-s...looks a lil rough but idk if it can be beat for 60 buck? is it worth a shot?

60 isnt bad just as long as it isnt rusted or dented to shit. You will have to modify your mid pipe or purchase an rsx mid pipe to make it fit.

Im thinking about doing the same mod on my car, but the race header cuts out the cat doesnt it? In Ontario we have to pass emission tests, will that be a problem?

Yes it could run you into two problems... sometimes even with a defouler (aka cel eliminator for the o2 sensor codes) it'll throw a check engine light code and if they do a visual and look for a cat then they'll fail you. Unless you find some shady place that'll take an extra $20 bill and pass you.

im from ontario too and my eg back in the day had b18c swap with a race header no cat and i got it to pass, i pm'd you about a raceheader i have for sale.
