Is my shift knob and boot supposed... to look like this?

Before I buy a new knob, I wanted to make sure everything was okay on my boot. I'm trying to compare mine with supposed OEM shift knobs and boots, and mine seems a little different. I'm not sure if the owner before me modified it, or did something retarded to it. Heres some pictures of mine.

Heres the shift boot, with a little black ring i'm not seeing on most OEM boots:

Now here's an image showing how my knob sits on the boot. It literally "sits", theres no attachment. I can pull the boot down, and its just the rubber as you can see:

This is what it looks like when I pull the knob off, the little black piece stays on the chrome and knob. The black piece is what I'm referring to when I say I dont notice it, compared to new OEM ones I can buy to replace, and on other people's OEM boot & knob. Here:

Now, here are a couple pictures of the knob, chrome piece, and black piece disassembled:

What I'm asking is, is this stock? I doubt it, because my boot is disconnected from the knob assembly. Is it repairable, or should I just buy a new OEM boot? I'm just concerned about this, since I'm going to be buying a new knob very soon, and I dont want it all to just "hang" there.

Ohhhhhhhhhhhhhhhhh. I see how that works. I wonder why the guy before me did that... He also tried to pry off the H on my steering wheel, so I'm wondering if he's.... slow? haha. Unless he tried to modify everything without looking first. Okay, well I'm gonna give that a shot, I'll stay posted. Thanks bro!
