Not always, no. You really need to clear some codes with a scanner to fully remove them. I have no idea which are that way and which truly go away when the light goes off, though. I have a Scangauge II mounted in my cluster that can clear a code in less than 15 secs, which was very helpful when my cat died until I was able to replace it. That's a good answer if you have to often clear pesky codes.
