Vibration may need center rings ????

I just got 17s with nitto tires and everytime I go over 70 my steering gets shaky and I here a clunking noise when I let off the gas. The guys that put on my rims asked if I had center rings but my rims didn't come with them. I have had them balanced twice.
I don't know what size ring I need, if I get them from the rim company, price. If anyone knows it would be much appreciated.
Do I need rings or is it something else ?

Jack up your car and remove the lug nuts on one wheel. Press the wheel against the hub and see if you can move it up and down. I.e., if there's any play between the wheel and the wheel hub, you need hubcentric rings.

Yupper. If you need them they'll run you ~ $20.00.
