Low beam headlights only on when high beams are on

Besides unplugging the high beams, how do I fix this?
One turn click would just turn on the city lights(?), the small bulb below the low beam.

Are you getting a DRL warning on dash?

i have a feeling that its how it was wired up by the previous owner. but i'm too familiar with wiring electronics to tell.

i know the 02-03 headlights are wired revers as the 04-05 headlights, so if u have an 02-03 with 04-05 headlights just switch the position of the wires on the bulb connector, correct me if im wrong

i have an 04 with stock 04 lights. i just have the high beams unplugged and taped off at the ends for now.
